Caroline has spent the last 20 years working in a number of Regeneration, Economic Development and External Funding/Resource Procurement roles. 13 years specifically within Local Government. In April 2015 she set up her own bid writing and funding consultancy and is a new member of the St. Helens Chamber. 

In 1995 Caroline started her career with the Training and Enterprise Councils and spent five years working with ESF and SRB funded training programmes and furthering the skills and enterprise agenda. She then spent a further eight years working in SRB Scheme Management, responsible for the development and appraisal of skills, training, business support and community projects.

In 2002 Caroline led the £2.5m St. James Centre new build working with the Birkenhead North community, service providers and Bardsley Construction and facilitated the establishment of the North Birkenhead Development Trust, some 2 years in development. She was personally responsible for securing £1.9m of ERDF and SRB 6 towards the new build programme.

Caroline was the only member of the Wirral Waterfront SRB6 team to work across all three Programmes of the initiative: Programme A (Birkenhead Neighbourhood), Programme B (Wirral into Employment), Programme C (Economic Programme).

During her time working in Local Government Economic Development Caroline was responsible for physical regeneration, delivering site based capital projects and programmes, acting as the main contact point and lead officer for project delivery and working with external partners, the local community and colleagues from across the Authority to implement technical solutions to projects. This included large sites and open spaces run for public benefit.

She has spent over 10 years project managing highly complex development projects of c. £2-3m, developed in partnership with multi stakeholders and funding bodies and with an average project life from inception to completion of 2-3 years. Her project portfolio ranges from a property new build of 22,000 sq ft, to highway connectivity, access and road corridor image improvements, to the reclamation and restoration of a 28ha former landfill site.

In 2009 Caroline developed and wrote the Mersey Coastal Park Strategy, part of Wirral Council’s regeneration vision for East Wirral incorporating 6 Signature Projects and 6.5km of integrated waterfront developments to 2025. The Strategy was built upon the premise of harnessing the economic potential of the Mersey Waterfront. She subsequently became the designated Project Lead for Mersey Coastal Park, and over a three year period she worked on two of the Coastal Strategies Signature Projects, Rock Ferry Waterfront and Port Sunlight River Park, the latter of which was completed and opened to the public in summer 2014.
